Currently the Executive Director, Canadian Health Care Anti-Fraud Association (CHCAA) and
the Association for Claims Exchange (ACE), Joel is also the Chairman and CEO of Crucible
Management Solutions Inc. and Crucible International Inc. He is actively involved in
research in the area of information technology and organizational change, new media and
electronic commerce. His clients include insurance and health care industries in Canada,
U.S. and the Caribbean where he is a recognized expert in electronic commerce and new
media.

William Mahon
Executive Director, National Health Care Anti-Fraud Association (NHCAA), headquartered in
Washington, the 15-year old NHCAA is a non-profit membership organization is comprised of
health care insurers, Blue Cross and Blue Shield plans and other private-sector claims
payors and federal and state law enforcement and health care officials - all dedicated to
improving the prevention of fraud against the nation's private and public health care
payment systems.

Detective Staff Sergeant, Keith
Messham
Manager, Health Fraud Investigations Unit, Anti-Rackets Section, Ontario Provincial
Police, Keith has been a police officer for more than 27 years and brings a wealth of
experience and knowledge in handling stock market, insurance and health care fraud.

Dr. Rick Beyers
Dentist and insurance industry consultant, Dr. Beyers has been a practicing dentist for 35
years. In 1995 he received the Award of Merit from the Canadian Dental Association. Dr.
Beyers served nine years as an elected representative to the Royal College of Dental
Surgeons of Ontario, including three years as President.

Allison Stuart
Allison is currently the Director, Hospital Programs, Health Care Programs,
Ministry of Health and Long-term Care. She brings more than 20 years
hospital administration experience to her position, including a Diploma in
Hospital Administration and a Bachelor of Science in Nursing.

Brian Leck
Brian is General Counsel for the Toronto Transit Commission (TTC), including the
supervision of all legal matters affecting the interest of the Commission, including
litigation, transactions, opinions and other legal matters such as the resolution of all
fatality and other personal injury claims.

Alan Malinchak
Chief, Investigative Training Unit, Federal Bureau of Investigation (FBI), Alan has been
an FBI Special Agent for more than 16 years. He has held progressively senior roles in the
FBI including the management science, white collar crime, organized crime and the drug
squad and investigative training units. He is an author of a book Crime and Gerontology.

Detective Sergeant Kelly Anderson
Health Fraud Investigation Unit, Anti-Rackets Section, Ontario Provincial Police Kelly has
over 20 years experience as a police investigator. Most recently, he joined the Health
Fraud unit with a mandate to review electronic fraud, including the forensic search and
seizure of hardware and files and monitoring the Internet and online pharmacies.

Don Perron
Don is currently the Director, Fraud Programs, Ontario Ministry of Health
and Long Term Care. Don brings a wide range of experience in law
enforcement and crime prevention including positions with the OPP Drug
Enforcement and Proceeds of Crime units. From December 2000 until July, 2001,
Mr. Perron worked with the Royal Canadian Mounted Police in the Integrated
Proceeds of Crime Section, as Officer in charge of Strategic Operations.

Wendy Maronese
Provincial Out of Country Claims Coordinator, Ministry of Health and
Long-Term Care, Wendy is responsible for coordinating payment of all
admissible out of country claims. With over 20 years experience with the
Ministry of Health and Long-Term Care, one of her main responsibilities is the
investigation of potentially fraudulent claims and to date Wendy has investigated
over 480 files, resulting in savings for the Ministry of more than $1,000,000.

Detective Senior Constable Gus
Riddell
Detective Riddell has 29 years experience with the Ontario Provincial Police, including
positions with the Casino Intelligence Unit specializing in Asian Crime, Combined Forces
Asian Investigation Unit and the OPP Surveillance team.

Brent Fraser
Pharmacist and manager of Pharmaceutical Strategy at the Drug Programs Branch of the
Ontario Ministry of Health and Long-Term Care, Brent is responsible for managing the unit
that inspects post-claim audits of the Ontario Drug Benefit Plan.

Kim Ruthig
Kim is currently the senior investigator and special constable with the Ontario College of
Pharmacists, which is the licensing body for pharmacists and pharmacies in the province of
Ontario. Kim is a licensed pharmacist in Ontario. Kim investigates complaints made to the
college against pharmacists and is regularly called to testify at discipline hearings and
give expert testimony in criminal cases. |

Mr. MacKinnon is President and Chief Executive Officer of the Ontario Hospital
Association. He is past president of ORTECH Corporation and past CEO of the Ontario
Development Corporation. |
